OCTFME is organized into three divisions that all report to the Office of the Director.
Office of the Director
The Office of the Director plans and develops comprehensive communication and public relations programs for the general public, the media, as well as other District government agencies. The Office of the Director manages the overall policy directives, strategic and financial planning in addition to insuring compliance and regulation of District cable television services as prescribed in cable franchise agreements. The Office of the Director also administers the programs and services under the agency's purview; administers the Office’s responsibility for the day-to-day oversight of the construction and operation of the District’s cable television systems; and is ultimately responsible for programming the District’s municipal cable access channels – DCC, DCN and DKN.
Legal and Regulatory Affairs Division
The Legal and Regulatory Affairs Division provides legal advice to OCTFME in support of its mission to regulate cable franchises operating within the District of Columbia by providing a comprehensive system of service and support to District citizens. The Legal and Regulatory Affairs Division is primarily responsible for planning legal strategies, protecting the interests of the department and advising agency staff on matters of legal implication.
Operations Division
The Operations division provides leadership, direction and oversight of all administrative functions in support of the mission of the agency. These functions include support services, human resources, customer service, contracts and procurement, fleet administration, information technology and budget and financial management.
Programming Division
The Programming division provides 24-hour programming on DCC, DCN and DKN. Programming also covers public service announcements, press conferences and interviews for the Executive Office of the Mayor, the Council of the District of Columbia and other District government agencies requesting program service.
Television Production
Provides administrative, management and logistic details of production from conception to completion. Producers conceptualize programs, coordinate production activities including planning, videotaping, scriptwriting, editing and graphic production.
Camera Photography (Videography)
Records events such as press conferences, town hall meetings, promotional ceremonies and interviews that provide for content for programs on DCC, DCN and DKN.
Audiovisual Production
Converts raw production elements to finished products for broadcasting. Edits audiovisual elements and monitors quality of programs to be broadcasted.
Video Editor
Transforms raw footage and other source materials, integrates special effects and graphic elements and are responsible for assembling the final product.
Internships at OCTFME
OCTFME is dedicated to providing quality internships to on-the-rise TV production professionals. High school and college undergraduate student gain invaluable experience through hands-on instruction, mentoring and job shadowing opportunities. Many former OCT interns are now employed at top media outlets such as Fox News, Maslow Media, NewsChannel 8 and Discovery Communications. Each summer, OCTFME hires and trains a select group of young people from across the District as part of the Mayor’s Summer Youth Employment Program (SYEP). As TV production interns, students receive technical training in the use of video cameras, studio and editing equipment along with research and writing.
OCTFME hosts interns year round. Academic credit may be earned for satisfactory completion of the internship program. Academic credit will be applied pursuant to all rules and standards required by the institution in which each student is enrolled. Students will be expected to participate in the program for no less than 12 hours per week and no more than 20 hours per week.
