Mayor Bowser Announces Key Appointments

(Washington, DC) – Today, Mayor Muriel Bowser announced transitions of executive leadership in the Cabinet and appointed positions. 
 
Salah Czapary, Acting Director – Mayor’s Office of Nightlife and Culture 
 
Salah Czapary is appointed Acting Director of the Mayor’s Office of Nightlife and Culture. Director Czapary has over 10 years of experience leading community outreach initiatives and engaging with stakeholders, including members of the nightlife community. Director Czapary recently served as Special Assistant to the Chief of Police at the Metropolitan Police Department (MPD), where he led numerous programs in partnership with local organizations to encourage greater community engagement with policing. He also oversaw community working groups to garner residential feedback, develop community trust, and improve volunteer service programs. Prior to joining MPD, Mr. Czapary founded and managed the operations of the Nagypapa Foundation to encourage experiential travel and education.  

LaToya Foster, Acting Director – Office of Cable Television, Film, Music and Entertainment 
  
LaToya Foster is appointed Acting Director of the Office of Cable Television, Film, Music and Entertainment (OCTFME). Director Foster currently leads the Mayor’s Office of Communications and serves as the chief spokesperson for the Bowser Administration, managing the daily operations for the Executive Office of the Mayor and engagements for nearly 100 District government agency communications departments, including editing and reviewing internal and external correspondence such as media advisories, press releases, statements, graphics, and social media posts. A seasoned communications veteran with an extensive background in radio and television production and hosting, Director Foster launched and led several programs, including Live at Five, The Washington Insider, and the Power Block that aired on Radio One, the largest urban broadcasting company in the world. She also launched “Voice of the City” which premiered on the OCTFME’s newly established DC Radio 96.3 HD4 in 2016.  
 
Jason Fink, Statehood Initiatives Director – Office of Federal and Regional Affairs  
 
Jason Fink is appointed Statehood Initiatives Director in the Office of Federal and Regional Affairs (OFRA). Since 2015, Director Fink has led the Mayor’s Office of Scheduling and Advance (MOSA), where he was responsible for the execution of the Mayor’s short-term and long-term schedule, daily movements and events, and preparing briefing materials for the Mayor. During his tenure, MOSA processed an estimated 14,000 invitations and planned for the Mayor to attend more than 5,000 events and meetings as well as over 55 domestic and international official trips. Prior to joining the Bowser Administration, Director Fink served in the Obama Administration working directly for Interior Secretaries Ken Salazar and Sally Jewell. 
 
Ted Trabue, Member – Public Service Commission 
 
Ted Trabue, Jr. is appointed to the Public Service Commission. Commissioner Trabue has over 30 years of experience in public affairs, coordinating legislative activities and community outreach to meet client needs. He recently served as the managing director of DC Sustainable Energy Utility (DCSEU), where he led the agency’s execution of economic, environmental, and job creation goals. During his tenure at DCSEU, Trabue helped the agency realize and amplify crucial benefits to the District—including $1.3 billion in lifetime energy cost savings for District residents and business, $50M+ in investments and support for income qualified residents, $60 million in investments with Certified Business Enterprises, and providing more than 6,000 income-qualified families with access to solar energy through the Solar for All program. He also supported efforts to train and build the capacity of the District’s workforce in the green economy, and the creation of hundreds of new green jobs for District residents.
